A PARABLE FOR THE (Canadian Science) POLITICIANS: You are the mayor of a desert village which has only one barrel of water left. All the strongest and/or cleverest people in your village are, unfortunately, spending their efforts trying to get their hands on that last barrel. Your treasury has only enough money left to do ONE of the following: (a) Hire more police to protect the last barrel. (b) Buy one more barrel from the village by the river. (c) Dig a well somewhere, hoping to find water. (d) Fund research on the location of underground water. What do you do? [Too bad you didn't think of (d) a little earlier!] (2002-03-02) |
